EU sets out conditions for Kyoto extension

The EU has set out its terms for signing up to a second commitment period for the Kyoto protocol, insisting that any extension of the protocol must be part of an agreement that binds all major emitters.
European Commission negotiator Jurgen Lefevere at climate talks in Bonn, Germany said that "A second commitment period alone is not going to cut it. An extension of the protocol beyond 2012 would not be acceptable to the EU in the absence of a robust package on the side of the convention."
Lefevere said that developing countries are pushing hard for developed countries to sign up to a second commitment period ahead of the next UN Cop in Durban, South Africa, even though countries such as Japan, Russia and Canada are unwilling to do so.
The EU wants to see progress on the issue of measurement, reporting and verification, on the gap between emissions reduction pledges and the cuts required by climate science, as well as on how to deal with emissions from shipping and aviation before it will consider committing to an extension of the protocol.
And the environmental integrity of the protocol must be addressed, especially with regard to surplus assigned amount units and land use and forestry rules. "Many of these issues have been on the table for more than two years," Lefevere said, indicating that these concerns have been met with very little response until now.
The EU represents only around 11pc of global greenhouse gas emissions, requiring a solution that covers the remaining 89pc, EU negotiators said that "The EU wants a comprehensive global regime." Hungarian EU negotiator Mr Jozsef Feiler said representing the EU in Hungary's capacity as rotating president of the council. We need everybody to come on board.
