Project title:
Low Emission Capacity Building Project – Republic of Moldova
The Project Scope is to increase institutional capacities to provide appropriate mechanisms of support and coordination when addressing climate risks, to strengthen the technical knowledge in order to better understand and make use of climate information, and increasing relevant data and access to data for planning and decision-making.
The Project Objective is to strengthen the institutional and technical capacity of the Republic of Moldova to develop a National Inventory System to support the development of national GHG inventory on a regular basis, identify and formulate Nationally Appropriate Mitigation Actions (NAMAs) in the context of national development and monitor, verify and report progress on mitigation actions.
The project will significantly contribute to the promotion, operationalization and implementation of the country’s Low Emission Development Strategy.
In order to achieve the project scope, a number of activities are designed to be implemented in the following outputs:
Output 1: Robust national institutionalized systems for preparation of GHG emission inventories have been established at a national level.
Activity 1.1: Develop a planning process for building a robust national system for preparation of GHG emission inventories.
Activity 1.2: Strengthen the national capacities for inventory planning.
Activity 1.3: Strengthen the national capacities for inventory preparation.
Activity 1.4: Strengthen the national capacities for inventory management.
Output 2: Two NAMAs have been formulated within the context of national development priorities and forthcoming international requirements for internationally supported NAMAs.
Activity 2.1: Develop a planning process for formulating NAMAs within the context of national development priorities.
Activity 2.2: Build capacity to develop, consider and approve NAMAs.
Activity 2.3: Identify, prioritize and select NAMAs in key areas/sectors.
Activity 2.4: Develop at least two NAMAs proposals ready for submission for international support.
Activity 2.5: Seek Government endorsement of NAMA proposals.
Activity 2.6: Establish and facilitate dialogue platforms for NAMAs.
Output 3: MRV systems have been created to support implementation and evaluation of NAMAs and LEDS.
Activity 3.1: Develop a planning process for creating MRV systems to support implementation and evaluation of NAMAs, LEDS.
Activity 3.2: Build capacity in MRV-related activities in order that high government officials can support country low-emissions pathway.
Activity 3.3: Design a MRV system to support the implementation of NIS and NAMAs, and LEDS.
The “Low Emission Capacity Building Project – Republic of Moldova” Project is supported by EU, Federal Ministry of Environment Nature Conservation and Nuclear Safety of Germany, Australian Government and implemented by UNDP Moldova in partnership with Climate Change Office of the Ministry of Environment of the Republic of Moldova.
Project Budget is 642,000 USD.
